Health Insurance for Employees in Dubai

His Highness Sheikh Mohammad Bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, approved the new Health Insurance Law for the Emirate of Dubai 2013, which introduced rules governing the provision of health insurance in the Emirate.

The law was introduced to ensure that residents and employees in Dubai have access to essential healthcare coverage. The mandatory health insurance requirements apply to employees working in Dubai, including those employed by companies operating within the various free zones.

Employer Health Insurance Obligations

Under the health insurance requirements, employers are responsible for providing their employees with a basic health insurance plan that meets the minimum level of coverage required by the relevant authorities. The basic plan includes essential healthcare benefits such as GP consultations, maternity care, essential surgery and medical emergencies.

Employers should ensure that their employee health insurance remains valid and compliant with the applicable Dubai regulations. Providing the required health insurance is an important employer obligation and should be considered alongside other employment requirements, including employment contracts, work permits and employee visa arrangements.

The requirements also extend to ensuring that employees understand the scope of their medical insurance coverage, including any applicable exclusions, limits, co-payments or additional benefits available under their particular insurance policy.

Health Insurance for Employees and Dependants

The mandatory employer-provided coverage applies to employees, while separate requirements apply to sponsored dependants. Employees and residents should therefore ensure that their spouse, children and other sponsored dependants have the appropriate health insurance coverage where required.

This is particularly important for expatriate employees living and working in Dubai, as health insurance requirements can be connected with the residence visa process.

Phased Implementation of Mandatory Health Insurance

The law was rolled out in three phases, which were directly linked to the size of the business. The transition phases were as follows:

  • Employers with 1,000 or more employees were expected to be compliant by October 2014 (Phase One).
  • Employers with 100 to 999 employees were expected to be compliant by 31 July 2015 (Phase Two).
  • Employers with fewer than 100 employees were expected to be compliant by 30 June 2016 (Phase Three).

Therefore, most large and medium-sized companies were expected to have basic medical insurance in place for their employees during the earlier implementation phases, with smaller companies required to comply by June 2016.

Employee Visa and Health Insurance Requirements

Another important point to note is that the Dubai Health Authority (“DHA”) linked health insurance compliance with the issuance and renewal of employee visas. This highlighted the importance of ensuring that expatriate employees in Dubai have the required health insurance coverage.

For employers, failure to comply with applicable health insurance requirements may create regulatory and practical issues, particularly where employee visa applications or renewals are concerned. Businesses should therefore regularly review their health insurance arrangements to ensure that their employees remain appropriately covered.

Overall, these developments reflected the UAE’s evolving employment and healthcare framework and the importance of providing employees with access to essential medical care.
